Abstract

Governor Coyne addressing the actions outlined in the budget speech and other speeches by Minister of Finance, Donald M. Fleming. These actions included policies and proposals aimed at restoring confidence in bond markets and lowering interest rates, but were deemed incompatible with the views held by the Governor of the Bank of Canada.
